What would people think of an "archival" piece of software that would decompress the formats in the archive?

An "archival" piece of software is one that is written for clarity and portability (not necessarily speed or features) that could allow future engineers to decompress the contents of the archive. This software should be open source so that people can see the source and build on it.

Would anyone be up for doing such a thing?

could you clarify the purpose? Is this for future generations to be able to see what is hear, no matter what? I'm a bit lost.
